The objective of this thesis is to illustrate and to develop the framework of analysis of the regulatory coordination devices of network industries, by providing an original point of view on the implementation of the reform of the European regulation of the electronic communications sector. The new device of coordination between the national authorities of regulation and the European Commission is characterized by complex relationships and long delays of implementation, which question its relevance and its effectiveness in comparison with the characteristics of the sector.This problem has led us to mobilize the concepts of the transaction cost theory and to adopt a contractual approach of regulation.
