Les dimensions spatiales et territoriales de la gestion de crise à Lima

International audienceThe spatial and territorial aspects of a major crisis management on an urban territory (provoked by a high magnitude earthquake for example) is not frequently approached by the geography. The crisis management of such a situation consists, from the spatial and territorial point of view, in putting in relation on one hand the places where are located the resources that allow to answer the crisis situation, and on the other hand the places affected by the disaster needing assistance. Starting from this hypothesis, the research realized in Lima consists in building a geographically referenced database about the resources of crisis management, then in analyzing their vulnerability and distribution on the territory in relation to the location of the most vulnerable spaces. The spatial and territorial approach of the management of crisis situations allows to identify critical spaces and territories of the crisis management, and to highlight a form of urban vulnerability.Les questions posées par la gestion d'une crise majeure sur un territoire urbain, comme celle que pourrait provoquer un séisme ou un tsunami de grande amplitude à Lima, constituent une problématique peu abordée par la géographie. C'est pourquoi l'équipe de recherche PACIVUR de l'IRD, dans le cadre du projet SIRAD, a posé l'hypothèse que la gestion d'une situation de crise sur un territoire consistait, d'un point de vue spatial et territorial, à mettre en relation les lieux affectés par la catastrophe et les lieux qui disposent des ressources permettant de secourir les premiers. À partir de cette hypothèse, la recherche réalisée à Lima a consisté à construire une base de données géoréférencées sur les ressources de gestion de crise, puis à analyser leur vulnérabilité et leur répartition sur le territoire par rapport à la localisation des espaces les plus vulnérables (qui auront donc potentiellement besoin de secours). Cette approche permet d'identifier les lieux critiques lors d'une situation d'urgence et de mettre à jour la vulnérabilité du système de gestion de crise
