After earning both a law degree and master's degree from Harvard College, Quigley spent a year in the United States-USSR Exchange Program for Graduate Scholars in Moscow, then two years as a research fellow at Harvard examining the Soviet Union's foreign trade system. Because of these experiences, Quigley was recruited in 1969 by Ohio State to teach in East European Studies, Political Science, and in the College of Law, where he eventually taught full-time.
