Reconstructions et politiques du patrimoine urbain au Liban

Les actes sont en cours de publicationInternational audienceThe issue of urban heritage is at stake in various reconstruction projects in Lebanon. The paper adresses three case studies: the rebuilding of the city center, the attempts at preserving the urban heritage in the pericenter and the reconstruction of the small southern city of Bint Jbeil. The paper highlights the weakness of the State in setting up the heritage policy. It shows that non-State actors, like a private firm of political parties, are making an instrumental use of the notion of urban heritage. Civic and academic movements play a crucial role in tackling the issue but often fail at imposing their views.La question du patrimoine se pose dans différents projets de reconstruction au Liban, dans un contexte de réaffirmation du rôle de l'Etat dans l'urbanisme mais aussi de la participation de multiples acteurs aux politiques urbaines. Troix exemples sont examinés: le projet de reconstruction du centre-ville de Beyrouth, les projets de préservation du péricentre de Beyrouth et la reconstruction de la petite ville de Bint Jbeil.L'article souligne le faible poids de l'Etat dans la définition des politiques du patrimoine, montre que la notion est instrumentalisée par divers acteurs de la scène de l'aménagement tels qu'une firme privée ou des partis politiques.
