Scientific description of the modeling tool Imaclim-R and the collaborative scenario creation methodology used for the co-construction of a low carbon scenarios for France based on the contributions of national stakeholders. Besides the "acceptable" scenario that only includes policy measures judged to be acceptable by stakeholders (-68% of CO2 emissions reduction), sensitivity analysis are presented and an more ambitious scenario with additional measures is explored.
