In France, the " water act " of 1992 prescribes an integrated water resources management at the scale of watershed or regional aquifer. The Schémas d'Aménagement et de Gestion des Eaux (SAGE for Water Management Plans), defined in the " water act ", are designed by a decision team which brings together state agents, local representatives and water users in order to manage the resources. But, the resources are spatialy distributed and time dependent and they are in interaction with the whole environment.
