There are many handicapped Negro children in the South Park School District of Beaumont, Texas. These students should have special training facilities, specialized teaching, and teachers who are adequately trained to cope with their special problems. Some of these children cannot be taught along with other children generally because of their unique needs. They require specific diagnostic instruments to ascertain properly the breadth, depth, and classification of their needs. The problem of this research is to assemble reliable data concerning the needs of the handicapped Negro children in the South Park School District, Beaumont, Texas and to propose a program of instruction for them.
