XÁC ĐỊNH CÁC NHÂN TỐ ẢNH HƯỞNG ĐẾN CHUYỂN ĐỔI SỬ DỤNG ĐẤT LÂM NGHIỆP TẠI HUYỆN NAM ĐÔNG, TỈNH THỪA THIÊN HUẾ

Nam Dong district has a large forestland area and a high ratio of forest cover, but the forest resources have been degraded. We gathered data on forestland-use purposes and area changes in Nam Dong district from 2006 to 2020. We overlayed the actual forest maps in 2005 and 2020 and the planning maps of forest protection and development in this period. We also conducted in-depth interviews of key informants with representatives of local authorities and functional agencies to clarify the nature of forestland conversion and issues of forest management and protection in the district. The results show that from 2005 to 2020, the natural forest area rose because of the difference in the forest status. The increase in forest cover was due to plantation and rubber forests. A large natural forest area was converted to plantation forests, and the ​​protection forests were declined. The factors affecting the forestland use include the planning of the three types of forest, the change in calculation methods, the forest statistical and inventory tools during the periods, the support of afforestation programs, and the conversion of forest-use purposes. This study suggests combining the remote sensing images and field patrol to monitor forest changes accurately and manage forests more effectively. In addition, it is necessary to propose solutions to reduce pressure on natural forests and improve the effectiveness of plantation forests.Huyện Nam Đông có diện tích đất lâm nghiệp và độ che phủ rừng lớn, nhưng tài nguyên rừng đã và đang bị suy thoái. Nghiên cứu đã tổng hợp số liệu thay đổi mục đích sử dụng rừng và theo dõi diễn biến rừng của Nam Đông trong giai đoạn 2006–2020, chồng xếp bản đồ hiện trạng rừng năm 2005, 2020 và bản đồ quy hoạch ba loại rừng ở các giai đoạn, kết hợp phỏng vấn sâu cán bộ cơ quan chức năng để thấy rõ bản chất của sự chuyển đổi đất lâm nghiệp và những vấn đề tồn tại trong quản lý bảo vệ rừng. Kết quả cho thấy, trong giai đoạn 2005–2020, diện tích rừng tự nhiên của huyện Nam Đông tăng phần lớn do sự sai khác hiện trạng; độ che phủ rừng tăng phụ thuộc vào diện tích rừng trồng và cao su; nhiều diện tích rừng tự nhiên bị chuyển đổi qua rừng trồng và diện tích rừng phòng hộ giảm. Các nhân tố ảnh hưởng đến việc chuyển đổi gồm: quy hoạch ba loại rừng; sự thay đổi cách tính, công cụ thống kê rừng; sự hỗ trợ của các chương trình trồng rừng và chuyển đổi mục đích sử dụng rừng.
