Presidencialismo en América Latina. Algunas consideraciones para el debate

This section analyzes from theoretical and empirical perspectives how the presidential system works in the region, with emphasis on the possibilities of improving this form of government. First, the concentration of power in the executive is discussed, followed by an analysis of national experiences with diversity in the functioning of coalitions, presidential power and the executive-legislative relationship. It is argued that, contrary to claims by some political scientists during the last century, presidentialism offers possibilities for the executive leader to negotiate, cooperate and carry out his government plan. A balance between the powers of the state is vitally important in this regard.Con énfasis en el debate sobre las posibilidades de mejorar esta forma de gobierno, en esta sección se analiza, desde perspectivas teóricas y empíricas, cómo funciona el sistema presidencial en la región. Se trata primero la concentración del poder en el ejecutivo y luego se analizan experiencias nacionales con diversidad de funcionamiento de las coaliciones, el poder presidencial y la relación ejecutivo-legislativo. Se sostiene que, en contra de lo que afirmaba parte de ciencia política del siglo pasado, el presidencialismo ofrece posibilidades para que el líder del ejecutivo pueda negociar, cooperar y llevar a cabo su plan de gobierno.
