A general conceptual framework is proposed to estimate rainfall rate (R) from reflectivity (Z). In particular, a radar-derived advection velocity, spatial/temporal interpolation, and three forms of integrations are introduced to ensure that rainfall rates derived from gauges and radar are, to the extent possible, representative of the same sample volume. The result is optimized spatially varying Z-R relations that may be updated in near-real time
