Obscenity is a form of disability in one's attitude of responsibility to other people. In addition, obscenity is also defined as the relationship between a child and an adult in which the condition of the child is to realize the condition of sexual arousal by the perpetrator. Including inappropriate physical contact, making the victim child see, and also being the role of the act of sexual pornography, in fact children are heirlooms and at the same time descendants who will later carry out various wishes of the previous people who must be protected and are obliged to feel tranquility. In fact, in this country, children are obliged to feel safe from all forms of conditions that threaten the safety and welfare of children. In this study, there are main problems that will be discussed, namely, the factors that cause the occurrence of criminal acts of sexual abuse of children in the jurisdiction of the Rokan Hilir District Court and the second is the application of law to perpetrators of crimes of sexual abuse of children in the jurisdiction of the Rokan Hilir District Court. And the purpose of this study is the same as the formulation of the main problem, namely to find out the results of the formulation of the problem made by the researcher. This legal research belongs to the type of observational research. This type of research method is intended to solve problems that exist at the present time by collecting data and compiling or clarifying it, then analyzing and seeing a legal reality in society to then obtain a result. The results of the research that the authors obtained are that the crime of obscenity in Indonesia is influenced by several factors including: low levels of education and economics, a person with a low level of education and economy and tends to be easily influenced to commit a crime without thinking about the consequences of his actions, environmental factors / residence, a person will be easily influenced by the surrounding environment, because the influence of one's socialization will not be separated from environmental influences. which is an action taken after a social deviation has occurred which aims to restore social life that has been disrupted due to social deviation by imposing sanctions in accordance with the violations that have been committed. conducted
