The purpose of this study is to analyze and explain the implementation of the duties of the Environmental and Hygiene Service in supervising the waste at the Kayujati Tembilahan Market, Indragiri Hilir Regency and the inhibiting factors. The research method used is a qualitative method with data collection through interviews, observations and documentation. The informants in this study were the Head of the Department of Environment and Hygiene, Indragiri Hilir Regency, Hygiene Supervisors, market cleaners and market traders. The result of the research is that the implementation of the tasks of the Department of Environment and Hygiene in Supervision of Waste at the Kayujati Tembilahan Market, Indragiri Hilir Regency, is in the fairly implemented category. This can be seen from the waste transportation that is not carried out regularly and on time and the lack of cleaning staff in the market. The inhibiting factors in carrying out the duties of the Environment and Hygiene Service in supervising the waste at the Kayujati Tembilahan Market, Indragiri Hilir Regency, are the lack of inadequate human resources in terms of quantity and quality, then infrastructure facilities that are not supported by maintenance and repair activities.
