One of the areas prone to illegal fishing cases is the waters of Riau Province. Its location which borders directly with the Malacca Strait and also the South China Sea makes the waters of Riau Province an area that is traversed by many ships as well as causing rampant cases of illegal fishing by foreign fishermen. Riau Province is an area that is under Indonesian sovereignty which is the responsibility of the government to protect and protect it. The main problem in this research is the Procedure or Mechanism of Handling Illegal Fishing Vessels in the Water Region of Riau Province, and What are the Inhibiting Factors in the Procedure or Mechanism of Handling Illegal Fishing Vessels in the Waters of the Riau Province. While this research method is observational research, namely survey research, while its nature is descriptive in nature, the Procedure or Mechanism of Handling Illegal Fishing Vessels in the Water Region of Riau Province. Procedure or Mechanism for Handling Illegal Fishing Ships in the Water Region of Riau Province is to take decisive action but still first give a warning letter before taking action as stipulated in Article 69 paragraph (4) of Law Number 45 Year 2009 concerning Fisheries namely Indonesia burning and / or drowning any foreign vessel conducting illegal fishing and its crew may be detained and subject to criminal sanctions, and the Inhibiting Factors in the Procedure or Mechanism of Handling Illegal Fishing Vessels in the Water Areas of Riau Province are objects of legal enforcement that are difficult to enforce, the object referred to here is the actors involved in illegal fishing activities, namely the perpetrators who are the mastermind of the activity, weak coordination between law enforcers, weak coordination between Law Enforcement Agencies can lead to overlapping authority and respective policies, so it is very prone to cause conflicts of interest the lack of insight and integrity of law enforcers. In practice, we find that insights and integrity of law enforcers are still lacking and need further improvement and public awareness. Limited legal awareness of the community towards the tutorial sea, the archipelago sea and inland sea due to the commonness of the community towards various aspects
