ABSTRACT Street vendors are people who do business in trade or services in public places by using overhangs of shops or sidewalk shops or on roadsides that do not have permission from the government and disturb the orderliness, safety, cleanliness and beauty of the city. Every street vendor has responsibility for order, tidiness, cleanliness, beauty, environmental health and safety at the place of business as regulated in Article 3 of Pekanbaru City Regional Regulation Number 11 of 2001 concerning Arrangement and Development of Street Vendors. However, practically every street vendor never carries out the predetermined rules. Precisely after selling garbage scattered and of course by selling in random places it will disturb Pekanbaru city planning so that it disturbs the order and even causes traffic jams so that it needs to be disciplined by the Pekanbaru Municipal Police Unit, which is the authorized party according to the provisions of the regulations. The problems in this thesis are: How is the implementation of control over street vendors by the civil service police unit based on the regional regulation of Pekanbaru city number 11 of 2001 concerning the arrangement and guidance of street vendors? What are the obstacles to controlling street vendors by the civil service police unit based on Regional regulation of Pekanbaru city number 11 of 2001 regarding the arrangement and guidance of street vendors? The method used in this research is a survey, which is a study that is directly carried out to the research location to make an observation. As for the data source in this study is primary data, data obtained from respondents by conducting interviews and questionnaires. The results of the research state that the implementation of controlling street vendors by the civil service police unit based on the regional regulation of Pekanbaru city number 11 of 2001 regarding the arrangement and guidance of street vendors has not been implemented properly, because there are still many street vendors selling along Jalan HR. Soebrantas Panam Kota Pekanbau and Obstacles that are found in the Field to Control Street Vendors, namely to enforce the control carried out by SATPOL PP Pekanbaru City against street vendors does not just finish easily, in structuring encountered obstacles encountered, some of these obstacles stem : (1) internal factors and (2) external factor
