Konsistensi Kebijakan Anggaran Daerah Terhadap Upaya Pengendalian Kerusakan Ekosistem Hutan Dan Lahan Di Provinsi Riau Berdasarkan Undang-Undang Nomor 23 Tahun 2014 Tentang Pemerintah Daerah

The authority of local governments toward managing and protecting forest seem increasingly limited after legalized the Regulation No. 23/2014 about local government and it has a domino effect to the regional budget in controlling deterioration of the forests and field that inconsistent every year. On the other hand, the numbers of forest damaging such as forest and land fires, land conflicts, and forestry cases getting increase. Controlling pollution in forest/environmental damaging in environmental sustainability included prevention, management, and restoration. The efforts of controlling environmental damage can be carried out by local governments according to their authorities, roles, and responsibilities. Before the regulation was legalized until the end of 2017, forest management was still managed by provincial and regencies. Therefore, the budget for forests and lands maintenance were funded well. Yet after the regulation, the budget maintenance allocated inconsistently. The main issue in this research, how is the inconsistent regional budget policy in controlling damage in forests and lands? The method used was Normative and Empirical. It is a regulation about normative laws (Codification, Regulation) in action and certain laws that occur in the regions. The approach of this research was qualitative. The result showed there was no correlation in inconsistency regional budget towards damaging of forests and lands ecosystem in Riau Province period 2017-2019, especially in these 3 main aspects; limited forests and lands fire management, accelerating the implementation of forestry and laws for forest deterioration. Then, the obstacles faced by Riau Province; local governments have limited authority, forestry issue is regional’s problem and inconsistency budgeting
