Pelaksanaan Fungsi Pengawasan Badan Pengawas Pemilihan Umum Pada Pemilu Serentak 2019 Kabupaten Rokan Hilir

Quality elections will be realized if the process is maintained, monitored and supervised so as not to be rigged. Election monitoring is a form of public participation. In the 2019 election, supervisory activities and the number of supervisors were small. The lack of knowledge on the importance of public supervision, the distance between the stages and the scope of supervision, disclosure of information about elections, funding, information technology innovation in supervision and intimidation is a challenge for election supervisors. This paper examines the implementation of the supervisory function of the general election supervisory body in the implementation of campaigns and campaign funds for the 2019 Legislative Election candidates in Rokan Hilir Regency. The campaign period in organizing elections is one of the important stages in political contestation so that it is vulnerable to violations, especially in the implementation involving many parties and the masses. The violations that often occur are administrative violations, the involvement of the lurah/penghulu and BPKEP, to money politics. The results of this study indicate that in carrying out its supervisory function, the General Election Supervisory Board of Rokan Hilir Regency carries out violation prevention and prosecution of violations that are synergized with supervision carried out at the district/city to village/village levels. By focusing on the function of preventing violations, the General Elections Supervisory Board of Rokan Hilir Regency prepares a monitoring plan based on potential vulnerabilities based on sub-stages and regions and intensively conducts socialization to the community and coordination with stakeholders. Meanwhile, in the function of taking action against violations, the General Election Supervisory Body of Rokan Hilir Regency cooperates with the General Election Commission (KPU), the police and the prosecutor's office
