Implementasi Kebijakan Prinsip - Prinsip Pelayanan Publik Pada Unit Pelaksana Teknis Penyeberangan Air Putih Dinas Perhubungan Kabupaten Bengkalis

Transportation has a very vital and strategic dimension to national development, because of its role as a driving force for development activities and as an adhesive for gaps between regions. Crossing transportation still plays an important role for inter-regional transportation, especially for the transportation of large quantities of cargo, crossing transportation is also able to immediately open access to inland and isolated areas and crossing transportation as a moving bridge that connects road networks that are cut off due to waters such as rivers, lakes, straits and oceans. Port is a place consisting of land and / or waters with certain boundaries as a place for government activities and business activities that are used as a place for ships to dock, board and / or load and / or unload goods, terminals and berths equipped with safety and security facilities for shipping and port support activities as well as a place for intra and intermodal transportation (Shipping Law No.17 of 2018). The main purpose of this research is this research is to know and analyze Knowing and analyzing the implementation of the principles of public service at the technical implementation unit of the Water White crossing, Department of Transportation, Bengkalis Regency. The type of research used in this research is qualitative using descriptive surveys and data reduction techniques by Miles and Huberman. There were 10 informants in this study with the Head of the UPT as the key informant. Data collection techniques by interview and descriptive data analysis through a qualitative approach. The main conclusion of this study states that the implementation of the principles of public service at the technical implementation unit of the water crossing of the Bengkalis Regency Transportation Service is quite implemented, but still needs to be repaired and improved services based on indicators of Communication, Resources, Disposition and Bureaucratic Structure
