Kebijakan Perizinan Pemerintah Kota Pekanbaru (Studi Kasus Izin Tempat Usaha Reklame Di Jalan Pangeran Hidayat Kota Pekanbaru)

Licensing is the granting of legality to a certain person or business actor / activity, either in the form of a license or a business registration certificate. The licensing system forms an order so that every activity carried out can be regulated in accordance with the law where every action is not considered reprehensible. Permission is used as a tool by the authorities, in this case the government, to influence the community to follow the recommended method in order to achieve an expected goal. The main research problem that will be discussed by the author is how the Pekanbaru city government licensing policy, especially regarding the billboard business place permit and what factors affect the Pekanbaru city government licensing policy on the arrangement of billboards. The research method that the author uses is a type of observational research or a survey. This research was carried out by conducting a survey of the place used as the research location. Then the writer also uses the nature of the research which is descriptive in nature, namely describing and writing the facts that are researched in the field. The results of the research conducted by the author were the lack of coordination between the Dispenda and the Spatial Planning and Building Service in the planning and arrangement of billboards so that many billboards were installed anywhere, due to the absence of places in the installation of billboards so that the implementation of advertisements was not in accordance and effective with the applicable regulations. The factors cause the advertisement arrangement policy in Pekanbaru city to be ineffective because it is influenced by factors; a) standard and policy objectives; b) resources; c) communication; d) the characteristics of the executing agent; e) implementor disposition; and f) environmental social, economic and political conditions
