Peranan Kepala Desa Dalam Rangka Pembangunan Ekonomi Desa Di Desa Kualu Kecamatan Tambang Kabupaten Kampar Tahun 2018

The Government of the Republic of Indonesia Before the Indpenden days, actually had their own Government. That could be seen in the life of legal community unit that inhabits a certains area and had the outhority to organize his own household affairs. That’s evident we can seen from the existence of a legal community. The legislation that concerning of the village government often changes, it because of interference from the up side of government authorities, so that inconsistencies in the law and regulations of the invitation were related to the implementation of village governance. Regarding to the legal certainty of the right and the authority of the village government is still subordinated to the respective regional governments. The research that the authors did, establishes for the main problems for the policy of the village head in the economic development of the the mine distric in the village of Kualu and the constraints faced in the framework of the economic development in 2018. This scientific papers was including to the observational legal research or (Non-doctrinal). The viewed from the nature of this research are inductive research. The research which are by taking a conclusion and explained from the general things to the specific things. The village head as the village of the government leader and his device was has an important role in the village development, for their performance based on village law that’s regulates the authority and duties of the village government officials were group in the organizing their government, but the problems that always make constrained is the budget for village development which before he village law number 6 (six) of 2014 was issued by the government and always lacked the budget to build their own territority. Especially for the natural product and the potentials that exist in the village area are always brought to the region and the center so that make the village area which were had a limited to the natural potential depends only on aid and profit sharing fund by taxes and levies. In the regulations were related to the implementation, then followed constraints and resulted in the slow progress of the village economic development because it was dependent on the village budget and the policies of the village government in organizing the governments
