Implementasi Peraturan Daerah Kota Pekanbaru Nomor 2 Tahun 2016 Tentang Masjid Paripurna Kota Pekanbaru

This study aims to find out how the implementation of the pekanbaru City Regional Regulation Number 2 Year 2016 about paripurna mosque in pekanbaru city and to find out the obstacle in the implementation of the paripurna mosque program. Indicators in the implementation used include communication, resources, dispositions, and bureaucratic structure. This type of research, which is located in the paripurna mosque of Pekanbaru City uses qualitative methods which is a research that makes humans as research tools and is harmonized with the situation in the field in relation to data collection which is generally qualitative in nature, and is a research procedure that produces descriptive data in the form of written or spoken words from people and observable behaviour. The selection of informant in this study used a purposive sampling technique, purposive sampling is a technique of collecting data and data sources by considering several things that is, the source know about what will be studied, with the result that make it easier for researchers to explore the object or social situation that being studied. The data collection technique used consisted of observation, interview, and documentation. The collected data then used as the main material to analyse the empirical conditions of the objectivity of the existence of research objectives at the location under study. Based on this analysis technique, the researcher concludes and evaluate that the implementation of pekanbaru regional regulation number 2 year 2016 about paripurna mosque in Pekanbaru city can be said to still not being realized, this is due to a lack of awereness and socialization in the implementation of the paripurna mosque program so there are still people who do not know clearly about the paripurna mosque program. This can be happen because there are still obstacles that still interfere with the way of the paripurna mosque program
