In the management of hazardous and toxic waste (B3), there is an agency that plays a role in implementing environmental supervision. The Environmental Agency of Indragiri Hulu Regency will evaluate and review the report. Subsequently, the Department of Environment compiles a schedule for monitoring the company as an effort to verify the reports received by the Environmental Service. Supervision is carried out by the Environmental Agency of Indragiri Upstream Regency to business actors / companies twice a year. Basically these visits are not effective, ideally each company is visited once a month. However, due to the limited human resources of the Environmental Service then compared to the number of companies in Indragiri Upstream Regency, the number of visits can be held. The purpose of this study is to identify and explain the role of the Environmental Service in dealing with rubber industry waste in Rengat District, Indragiri Hulu Regency and its inhibiting factors. The research method used is a qualitative method with data collection through interviews, observation and documentation. The informants in this study were the Head of the section of environmental guidance and supervision, CSR PT. TSR and Communities affected by contamination of hazardous and toxic waste (B3). The result of this research is the Role of the Environmental Service Agency in Tackling Rubber Industry Waste in Rengat District, Indragiri Hulu Regency, it can be said that it is not optimal because there is still pollution from factory waste, especially around residential areas adjacent to rubber factories.
