Implementation of Waste Management Policies With 3R Concepts in Pekanbaru City Commercial Center ABSTRACT Tirani This study aims to understand the management of waste sorting in the Commercial Central of Pekanbaru City. This type of research is a descriptive type of qualitative method. The implementation of waste management policies with the 3R concept can be successful if sanctions are given to implementers who do not comply with the rules or policy instructions, strong coordination between decision makers, and the community understands what must be done. The obstacles that occur in the implementation of waste management policies with the 3R concept in the central commercial city of Pekanbaru are the absence of socialization carried out by the government regarding waste sorting to the local community properly, the government does not coordinate with the community regarding the retribution fees for the waste, lack of awareness community in sorting waste, there is no reward or allowance from the government for waste management staff or field officers. The conclusion is the unavailability of facilities such as 3R trash can facilities and infrastructure, weak sanctions given to implementers who do not comply with the rules or policy instructions, adequate number of office staff and field officers, but the quality of the garbage collectors is still lacking, the government does not provide trash cans. 3R, the government does not coordinate with the local community regarding waste retribution fees. The Pekanbaru City Environment and Hygiene Service, through the Technical Implementation Unit for waste management, should enforce strict sanctions on related parties, apply more compliance or instructions in crowded centers regarding 3R trash cans, further strengthen coordination between decision or policy makers , and to the public, it is necessary to increase awareness in sorting waste and protecting the environment so that garbage does not accumulate everywhere so that the environment remains clean and healthy
