The social problem of homeless beggars (sprawl) is a social phenomenon that cannot be avoided. The rehabilitation program carried out by the local government does not make beggars leave begging activities. This paper analyzes the dominant factors that cause beggars to return to begging after rehabilitation. This study was conducted in three areas in North Sumatra Province, namely the city of Medan, Binjai, and the district of Deli Serdang.
