NOVO NORMAL E OS DESAFIOS DA ARQUITETURA DO GOVERNO ELETRÔNICO NA ÁFRICA: EXPLORANDO POSSIBILIDADES SOCIOTÉCNICAS PÓS-COVID-19 EM PERSPECTIVA COMPARADA

The process of building the architecture of electronic governments in the world begins as management tools that focus primarily on the technical (ICTs) and social side (structural possibilities of ICT use). As the most recent literature shows, there is a set of tools that map side by side the four levels of e-Government (G2C, G2G, G2B, G2E) and the benefits/challenges. It is in this context that the study aims to analyse and problematise in a comparative perspective, the set of architectures that have been carried out in various quadrants of the world, with regard to the development of e-Government in its 4 dimensions (4D), in the time of normal news past COVID 19. Methodologically and from a socio-technical and empirical perspective, it is a comparative and longitudinal study, and works with similar and different aggregated data in African countries. In addition, government documents and online material have been analysed. From the results in a comparative perspective, it can be seen that there is a set of tools and possibilities that help the implementation of an e-government architecture in all countries, but that its density and effectiveness depends very much on the investments and socio-economic conditions of each country that considers the technological aspects, processes and people. In concluding notes, it is noted that there are constant flaws in African countries that jeopardize concrete e-Government projects, especially the fact that it does not give special and balanced attention between demographic/social aspects and the technical dimension.O processo de constituição das arquitecturas dos governos eletrônicos no mundo, começam como instrumentos de gestão que focam fundamentalmente o lado técnico (TICs) e social (possibilidades estruturais do uso das TIC). Como a literatura mais recente mostra, existem um conjunto de ferramentas que mapeiam lado a lado os quatro níveis do Governo Electrónico (G2C, G2G, G2B, G2E) e os benefícios/desafios. É neste contexto, que o estudo pretende analisar e problematizar numa perspetiva comparada, o conjunto de arquitecturas que têm sido levados a cabo em vários quadrantes do mundo, no que se refere ao desenvolvimento do governo eletrônico nas suas 4 dimensões (4D) no novo normal post COVID 19. Metodologicamente e sob uma perspectiva sociotécnica e empírica, trata-se de um estudo comparativo e longitudinal, e trabalha com dados agregados e variáveis semelhantes e diferentes nos países Africanos. Além disso, foram analisados documentos governamentais e material on-line. Dos resultados em perspectiva comparada, verifica-se que há um conjunto de ferramentas e possibilidades que auxiliam na implementação de uma arquitectura do governo electrónico em todos países, mas que a sua densidade e efetividade depende sobremaneira dos investimentos e as condições sócio-econômicas de cada País que considere os aspectos tecnológicos, processos e pessoas. Em notas conclusivas, nota-se que existem falhas constantes em países Africanos que perigam os projectos concretos do Governo Electrónico, sobretudo o facto de não dar atenção especial e equilibrada entre os aspectos demográficos/sociais e a dimensão técnica
