The article discusses the financing of early childhood education and care (ECEC) between the years 2011 to 2020, scenario of three central educational policies, namely: the full complement of the 10% of the Union to FUNDEB, in 2010; the institution of compulsory school education from 4 to 17 years of age in 2009, and the ratification of preschool as a mandatory educational segment in 2013. From the theoretical-methodological perspective of the Case Study, the analysis of the decade (2011-2020) will have as a locus of research and problematization the metropolitan municipality of São Gonçalo/RJ, focusing on local policies for the care of children from 0 to 3 years, in this municipality.
