This paper presents an analysis of electromagnetic scattering characteristics of the resonant target in static case or in motion, based on the double application of the sampling representations. A fast algorithm to accelerate the computation of the scattering matrix of the target at different positions is developed. Numerical experiment results show the effectiveness of the proposed method
