This work studies the application of a reconfigurable intelligent surface (RIS) in a cloud radio access network (C-RAN) targeting the reduction of resource usage while providing adequate capacity. We investigate if an RIS can contribute to improve the trade-off between the downlink system spectral efficiency (SE) and energy consumption of a multi-base-station (BS) multi-user single-RIS setup by means of link activation, radiated power control, and operational power mode decisions that can benefit from RIS-enhanced radio channels.
