The operational performance of public transport systems in urban areas : definition and methodological approach : Application of the measures in the case of SSPT systems in Nantes, Montpellier and Toulouse

L’exploitation des systèmes de transport collectif de voyageurs en milieu urbain constitue un domaine technique pour lequel très peu de recherches et de littératures académiques sont disponibles. Notre recherche tente de décrire les aspects techniques fondamentaux de l’exploitation des systèmes de transport collectif notamment en réalisant d’une part une description synthétique de la mise en œuvre des TCSP sur le territoire français au travers de la réservation d’espace et de l’automatisation, d’autre part en décrivant l’aspect fonctionnel du système de transport collectif. Nous proposons de définir le terme d’exploitation et de contextualiser la performance opérationnelle qui repose sur l’analyse microscopique des conditions d’exploitation. Nous considérons que la mesure détaillée des conditions d’exploitation des systèmes permet d’appréhender le niveau de performance opérationnelle. Notre démonstration s’appuie sur le recueil et l’analyse de données réelles fines relatives aux conditions d’exploitation de différents TCSP. Les systèmes analysés sont la ligne 4 du BHNS du réseau nantais, la ligne 1 de tramway du réseau de Montpellier et la ligne A de métro automatique type GoA4 du réseau de Toulouse. L’objectif de cette recherche porte sur une validation technique de l’analyse microscopique de données réelles d’exploitation au travers des résultats de trois types de TCSP différents afin d’enrichir la planification des systèmes actuels et la conception des systèmes futursOperating public transportation systems for travelers in urban settings is a technical field for which very little research and academic literature are available. Our research attempts to describe the fundamental technical aspects of public transportation system operations. mainly by producing a summary description of the implementation plan of Specific Site Public Transportation Projects [SSPT] within France through reserving space and automation on the one hand, and by describing the functional aspect of the public transportation system on the other hand.We propose to define the term "operation" and to contextualize the operational performance which relies on the microscopic analysis of operating conditions. We consider that the detailed measurement of the systems operating conditions allow an understanding of the operational performance level.Our demonstration relies on the collection and analysis of actual detailed data related to the conditions of operation of different SSPT. The systems analyzed are line 4 of the BRT of the Nanais Network, Line 1 of the tramway from the Montpellier network, and Lina A of the automatic metro GoA4 in the Toulouse network.
