La gouvernance des places portuaires du Nord-Ouest français : les cas de Dunkerque, Le Havre et Nantes-Saint-Nazaire

International audienceSince the large port reform of 2008, the three autonomous ports of the west coast of France (Dunkirk, Le Havre and Nantes Saint Nazaire) are “Grands ports maritimes” (GPM), which can be designated in English as “major seaports”. If their institutional governance subscribes to a general model, we nevertheless observe local specificities.Also, beyond the institutional dimension, the paper will analyse the decision-making mechanism and the structuring of local leaderships according to the representations of the main actors of the three port cities. For this purpose, the representatives of the involved stakeholders were interviewed during a series of consultations aiming at defining the urban port governance processes in each territory. Thus, the articulation of the scales of power, private-public relations, opposition between port workers’ unions, port authorities or organizations defending the interests of industrial port companies… are expressed through nuances that give substance to a port dynamic as complex as it is subtle.Suite à la réforme de 2008, les trois ports autonomes de la façade ouest de la France (Dunkerque, Le Havre et Nantes-Saint-Nazaire) deviennent « grands ports maritimes » (GPM). Si leur gouvernance institutionnelle souscrit à un modèle général, on observe cependant des spécificités locales.Aussi, au-delà de la dimension institutionnelle, il s’agira d’analyser la mécanique décisionnelle et la structuration des leaderships locaux selon les représentations des principaux acteurs des trois « places portuaires ». À cette fin, les représentants des organisations parties prenantes ont été interrogés au cours d’une série d’entretiens visant à définir les processus de gouvernance urbano-portuaire propre à chaque territoire. Ainsi malgré des constantes, l’articulation des échelles de pouvoirs, les relations privé-public, les oppositions syndicats de travailleurs portuaires - autorité portuaire - organisations de défenses des intérêts d’entreprises industrialo-portuaires, etc., s’expriment au travers de nuances qui donnent corps à une dynamique portuaire aussi complexe que subtile
