Improvement of Human Resources Management in the Armed Forces while Performing Information Operations

The situation of constantly changing international relationships and security contexts of countries and their Armed Forces rise necessity to improve the capacity to fight a new kind of conflicts - information wars. There is a need to improve modern Lithuanian military human resource development and management practices purposeful to information operations context in individual and organizational levels. Master thesis was to highlight the military information operations and human resources needs, develop a theoretical basis for the development of practical activities in developing human resources in view of the various information operations circumstances. Objectives of the study: analysis of military organizations accumulated experience in human resources management in context of information operations needs, prepared research methodology of Lithuanian military information operations human resources management, prepared model of information operations development in military organizations. Both formulated hypothesis of the research confirmed. Information operations are critical aspect of the success of modern military campaigns. Lithuanian Armed Forces must be targeted to improve the human resource management needs of adequate conditions caused by modern information warfare, information operations and circumstances. The scientific and special literature analysis, experts’ survey and data analysis, mathematical statistical methods were used in the thesis
