The main question of analysis was why Azerbaijan had not used active military actions towards Armenia yet? The core background for this research is neoclassical realism as an approach to foreign policy analysis. This approach is a combination of classical realist and neorealist theories and it singles out three constituent elements – the independent variable (the international system), the dependent variable (country foreign policy) and the intervening value – as different factors inside a state.
