Changes of NATO directions after Wales summit

Created as collective defence alliance, whom first task can be easily described by first NATO general secretary Hastings Lionel Ismay formula „Russians out, Americans in, Germans down“ alliance stayed like this only for forty one years. But because of constant changes in global security the alliance was forced to change and to focus it‘s attention to different problems. First biggest changes conducted after the collapse of USSR and lately was highly influenced by the growing threat of terrorism. After the events in the eastern Ukraine and after Crimean occupation seems that global security situation is changing again and some measures inside NATO must be done. 2014 m. september 5th d. was the final day of Wales summit and it marks new changes in NATO‘s policy. Firstly this meeting stress NATO out of area operations topic, which after finished missions in Afghanistan and Libya seems, to have a lot of problems. NATO finished it‘s ISAF mission and started RSM mission and Afghanistan, which has to proceed with the stability operations in the region. They also agreed to new NATO policy - Defence and Related Security Capacity Building Initiative. Secondly it was first meeting when the security of the eastern NATO countries was highly stressed and because of that new initiative was started – Readiness Action Plan – which was created in order to increase the security assurances for eastern NATO countries. Unfortunately after Wales summit the problem about the dividement between the NATO countries and their different approach to threats. Research object: Changes of NATO directions after 2014 September Wales summit. Research purpose: To elucidate and reveal the content of changes of NATO actions to Euro – Atlantic region and Middle East. Research objectives: 1. Unfold NATO directions of actions from 1990 London summit till 2014 Wales summit at these topics: • Collective security, collective defence • Promoting stability 2. Elucidate changes in NATO‘s directions after Wales summit, at these topics: • Collective security, collective defence • Promoting stability Research methods: primary and secondary literature sources analysis, event analysis, structurized expert interview. The problem of the research: The changes of European security architecture, the lessons learned at Afghanistan and Libya and the NATO‘s will to adapt to the changes of global security situations pushes NATO to new transformations. Hypothesis: H1: NATO will assert more to collective defence, but not all countries will involve and this allow the creation of clusters inside the alliance. H2: NATO will try to achieve effective crisis management without the deployment of big military units. H3: NATO will remain the alliance directly depending from USA potential. The research conclusions: NATO after the Wales summit started to accent the priority of collective defence, but the problem comes from the fact that not the all countries participates in that and that creates clusters inside of alliance. At the same time alliance readied it‘s new program for crisis management, which underlines the priority of crisis management without big miltary units in the field of action. What is more USA remains the dominant power of NATO and the alliance is depending from it‘s potential
