European Commission has entrusted to Public Sector Organizations four key roles to strengthen Corporate Social Responsibility. In this theoretical paper we argue that requires to go beyond this four roles, assigning to these organizations a concrete role, with which demonstrate their tangible commitment in implementing social responsibility practices. We focus on the strategic approach that Public Sector Organizations should adopt, integrating the social aspects in public purchasing. We propose an example of how a local government has included in its strategy of purchase the social aspects, considering the Barcelona City Council Decree for Socially Responsible Public Procurement.
