A gestão estadual da Política de Assistência Social em Sergipe no período de 2011 a 2014

This monograph seeks to emphasize the importance of the management process in public policies of a social nature, focusing on Social Assistance. From this perspective, we map the state management of the Social Assistance Policy in Sergipe, identifying the attributions of Social Assistance in the state, the periodicity of its actions and the changes occurred in the space between 2011 to 2014. The research was of the bibliographic and documentary types , with qualitative and quantitative analyzes, whose theoretical assumptions were based on Marxian social theory. The study revealed how the insertion of Social Assistance into the wording of the Federal Constitution of 1988 meant an achievement for the population that was engaged in the struggle for rights. In this context, participative management, although it is not the most democratic form, is the one that is applied in the policy of Social Assistance in Brazil. It is based on the federative pact, in a shared way, in which the attributions and competences assigned to each sphere of government must be distributed and transferred. In addition, our study presents some considerations about the economic, social and political situation experienced during the period of analysis, as well as demographic aspects, maintaining the link between the local and the national scope. In addition, systematizes the data found in the local documents that characterized the policy of Social Assistance in Sergipe. In short, the management managed to achieve some goals in relation to the consolidation of SUAS in the scope of the National Policy of Social Assistance in the state of Sergipe, however, some aspects that represent setbacks have also been identified.A presente monografia busca enfatizar a importância do processo de gestão nas políticas públicas de cunho social, focalizando na Assistência Social. Nessa perspectiva, mapeamos a gestão estadual da Política de Assistência Social em Sergipe, identificando as atribuições da Assistência Social na instância do estado, a periodicidade de suas ações e as modificações ocorridas no espaço entre 2011 a 2014. A pesquisa foi dos tipos bibliográfico e documental, com análises qualitativa e quantitativa, cujos pressupostos teóricos adotados basearam-se na teoria social marxiana. O estudo revelou como a inserção da Assistência Social na redação da Constituição Federal de 1988 significou uma conquista para a população que se debruçou na luta por direitos. Nesse contexto, a gestão participativa, apesar de não ser a forma mais democrática, é a que se aplica na política de Assistência Social no Brasil. Ela apoia-se no pacto federativo, de forma compartilhada, na qual devem ser distribuídas e repassadas as atribuições e competências destinadas a cada esfera do governo. Além disso, nosso estudo apresenta algumas considerações sobre a conjuntura econômica, social e política vivida no período de análise, além de aspectos demográficos, mantendo a ligação entre o âmbito local e o nacional. Ademais, sistematiza os dados encontrados nos documentos locais que caracterizaram a política de Assistência Social em Sergipe. Em suma, a gestão conseguiu atingir algumas metas no que tange a consolidação do SUAS no âmbito da Política Nacional de Assistência Social no estado de Sergipe, contudo, alguns aspectos que representam retrocessos também foram identificados.São Cristóvão, S
