Para além da 'pedra e cal' : o meio ambiente na preservação do patrimônio cultural brasileiro

The object of study of this scientific research is the environment in cultural heritage. More precisely, how the field of heritage preservation incorporated the environment into its institutional practices. The objective, therefore, is to describe and analyze how historically the environmental issue was introduced in Brazil's patrimonial practices. To this end, the hypothesis was that the environment has been introducing process in the heritage field, since many obstacles still preclude the full realization between nature and culture as a single patrimony to be preserved. As analytical categories, the concept of culture and the concept of nature are essential in the theoretical construction of the research object in view of the need to base the data collected empirically on solid theories. Thus, the methodological procedures applied to reach the main objective of the research, consisted in consulting the specialized literature to elaborate the theoretical constructs. In the documentary research, the data of two patrimonial preservation programs in Brazil, the Northeastern Historical Cities Program (PCH) - preservation project of the 1970s - and the Monumenta Program, carried out between 1990 and 2010 were handled. understand the incorporation of the environmental theme of rehabilitation projects of cultural heritage in the urban environment. Finally, the research included fieldwork in order to obtain empirical data in two historical cities listed by Iphan: Olinda (PE) and São Cristóvão (SE). Thus, in order to understand the relationship between culture and nature, the approach followed was of an interdisciplinary nature aiming to establish a dialogue between the main areas of knowledge from a comparative perspective. Finally, the results point to an advance in the understanding of the environmental theme in the patrimonial preservation policy, but, nevertheless, the institutional practices anchored in the programs revealed that the tradition in separating culture from environment still prevails in the patrimonial practices. In response to the provocations carried out in the text, it is hoped that the reflection carried out can broaden the understanding that culture and nature interact so that the preservation of culture requires conservation of the environment in an integrated and systemic action.O objeto de estudo desta pesquisa científica é o meio ambiente no patrimônio cultural. Mais precisamente, como o campo da preservação patrimonial incorporou o meio ambiente em suas práticas institucionais. O objetivo, portanto, é de descrever e de analisar como que historicamente à questão ambiental foi sendo introduzida nas práticas patrimoniais do Brasil. Para isso, a hipótese lançada foi de que o meio ambiente tem sido introduzindo processualmente no campo patrimonial, uma vez que muitos obstáculos ainda impossibilitam a realização plena entre natureza e cultura como um único patrimônio a ser preservado. Como categorias analíticas, o conceito de cultura e o conceito de natureza, são imprescindíveis na construção teórica do objeto de pesquisa tendo em vista a necessidade de fundamentar os dados coletados empiricamente em sólidas teorias. Assim, os procedimentos metodológicos aplicados para alcançar o principal objetivo da pesquisa, consistiram na consulta a literatura especializada para elaboração dos constructos teóricos. Na pesquisa documental houve o manuseio dos dados de dois programas de preservação patrimonial no Brasil, o Programa das Cidades Históricas do Nordeste (PCH) – projeto de preservação dos anos de 1970 – e o Programa Monumenta, realizado entre 1990 e 2010. A investigação visou compreender a incorporação da temática ambiental dos projetos de reabilitação do patrimônio cultural no ambiente urbano. Por último, a pesquisa contemplou o trabalho de campo a fim de buscar dados empíricos em duas cidades históricas tombadas pelo Iphan: Olinda (PE) e São Cristóvão (SE). Deste modo, na perspectiva compreender as relações entre cultura e natureza, a abordagem seguida foi de caráter interdisciplinar visando estabelecer um diálogo entre as principais áreas do conhecimento a partir de uma perspectiva comparada. Por fim, os resultados apontaram para um avanço na compreensão da temática ambiental na política de preservação patrimonial, mas, no entanto, as práticas institucionais ancoradas nos programas revelaram que a tradição em separar cultura de meio ambiente ainda prevalece nas práticas patrimoniais. Em resposta as provocações realizadas no texto, espera-se que a reflexão realizada possa ampliar o entendimento de que cultura e natureza interagem de modo que a preservação da cultura requer a conservação do meio ambiente numa ação integrada e sistêmica.São Cristóvão, S
