Participação social e os novos modelos de gestão: o caso do Conselho Nacional de Saúde

This study aims to analyze how the National Health Council has to face the new models of health management. Specifically, it aims to describe the conceptual bases of social participation, democracy and social control in the context of the State / civil society relationship; situate the process of [de] construction of health policy in the context of the counter- reform of the State; identify the interests in dispute in the National Health Council in face of the new management models for health; and to verify the predominant political direction in the deliberations of the National Council of Health. The research is based on the dialectical reason of the critical social theory, following exploratory research, of qualitative nature, and to subsidize the debate and to reach the proposed objectives will be realized documentary research to the laws, decrees and materials produced by the National Health Council that refer to the privatization of health through management models from 2003 to 2015, using bibliographic sources for appropriation of the object, such as books, articles in periodicals , academic productions, among others, in order to identify the most recurrent themes, the position of social actors and the correlation of forces present in argumentative discourses that have been analyzed and interpreted in the light of theoretical and methodological foundations. In order to reach the objectives of the research, a study of the relationship between State and civil society based on the theoretical framework of Gramsci is carried out, conceptions of democracy, social participation and social control are still problematized, with the intention of rescuing the importance of forums deliberative health and to deepen the debate on health councils as democratic public spaces. Next, it describes the process of counterreform of the State that has reached the Brazilian health policy, especially the principles constituted in the Sanitary Reform Project. Through the analysis of the data, it was possible to verify the results of this research, where it is inferred that the National Health Council, a formal mechanism of social control, has been predominantly an area of defense of the SUS and its principles. contrary to the new management models resulting from the neoliberal counter-reform process. However, its opposition has not prevented the implementation of these management models private in the country, which reveals the limits on social control for health within the scope of the National Health Council.Fundação de Apoio a Pesquisa e à Inovação Tecnológica do Estado de Sergipe - FAPITEC/SEEste trabalho objetiva analisar como o Conselho Nacional de Saúde tem se posicionado frente aos novos modelos de gestão para a saúde. Especificamente pretende descrever as bases conceituais da participação social, democracia e controle social no contexto da relação Estado/sociedade civil; situar o processo de [des]construção da política de saúde no contexto da contrarreforma do Estado; identificar os interesses em disputa no Conselho Nacional de Saúde frente aos novos modelos de gestão para saúde; e verificar a direção política predominante nas deliberações do Conselho Nacional de Saúde. A pesquisa está baseada na razão dialética da teoria social crítica, seguindo a pesquisa exploratória, de natureza qualitativa. Para subsidiar o debate e atingir os objetivos propostos foi realizada pesquisa documental às leis, decretos e materiais produzidos pelo Conselho Nacional de Saúde que se remetem a privatização da saúde através dos modelos de gestão no período dos anos 2003 a 2015, utilizando- se de fontes bibliográficas para apropriação do objeto, tais como: livros, artigos em periódicos, produções acadêmicas, entre outros, a fim de identificar os temas mais recorrentes, à posição dos atores sociais e a correlação de forças presentes nos discursos argumentativos os quais foram analisados e interpretados à luz dos fundamentos teórico-metodológicos. Perseguindo os objetivos da pesquisa, inicialmente, é realizado um estudo da relação Estado e sociedade civil a partir do referencial teórico de Gramsci, ainda foram problematizadas as concepções de democracia, participação social e controle social, com o intuito de resgatar a importância dos fóruns deliberativos no âmbito da saúde e aprofundar o debate sobre os conselhos de saúde enquanto espaços públicos democráticos. Em seguida, é descrito o processo de contrarreforma do Estado que tem atingido a política de saúde brasileira, em especial os princípios constituídos no Projeto da Reforma Sanitária. A análise dos dados possibilitou a constatação dos resultados desta pesquisa, onde se infere que o Conselho Nacional de Saúde, mecanismo formal do controle social, tem se constituído, predominantemente, em um espaço de defesa do SUS e de seus princípios, e tem se posicionado contrário aos novos modelos de gestão resultantes do processo de contrarreformas neoliberais. Entretanto, sua oposição não tem impedido a implementação desses modelos de gestão privatizantes no país, o que revela os limites para efetivação do controle social na saúde no âmbito do Conselho Nacional de Saúde.São Cristóvão, S
