CONTRADICTIONS OF PRONAF: strengthening or maintaining the submission of peasant agriculture in land reform settlements in the hinterland Sergipe?

The politics of rural credit in Brazil have long favored the large and medium landowners with highly subsidized credits for the purpose of strengthening export monoculture and agro-industry. The social consequences of so-called conservative modernization of the Brazilian society were disastrous, a large contingent of rural workers were dispossessed of their land, while those who resisted competed on an unequal credit policies. With the increase of poverty and social inequality in the country, workers have been mobilized in the struggle for agrarian reform and better living conditions for the population. In response to claims and following the guidelines of the World Bank for agricultural policy of the country in mid-1990 there is a paradigm shift regarding the policies of rural credit. Thus was created the National Program for Strengthening Family Agriculture - PRONAF. Among the main objectives of the program are: the generation of employment and income, improved living conditions and integration of small farmers in the market. In 1999 farmers were entered into politics through the "A" line. Our study aimed to analyze whether the inclusion in the program allowed farmers included in land reform projects has enabled an improved in their living conditions. The empirical research were cut out of our settlements Cuyabá and Pioneira, located in the district of Canindé the São Francisco and Poço Redondo, both belonging to the territory of the high backwoods of Sergipe.As políticas de crédito rural no Brasil durante muito tempo privilegiaram os grandes e médios proprietários com créditos altamente subsidiados tendo em vista o fortalecimento das monoculturas de exportação e da agroindústria. As consequências sociais da chamada modernização conservadora para a sociedade brasileira foram desastrosas, um grande contingente de trabalhadores rurais foram expropriados de suas terras, enquanto aqueles que resistiram disputavam em condições desiguais as políticas de crédito. Com o aumento da miséria e da desigualdade social no país, os trabalhadores se mobilizaram na luta pela reforma agrária e por melhores condições de vida para a população. Como resposta as reivindicações e seguindo as orientações do Banco Mundial para a política agrícola do país, em meados da década de 1990 há uma mudança de paradigma com relação as políticas de crédito rural. Assim, foi criado Programa Nacional de Fortalecimento da Agricultura Familiar Pronaf. Dentre os principais objetivos do programa estão: a geração de emprego e renda, a melhoria das condições de vida e a inserção dos pequenos agricultores no mercado. Em 1999 os agricultores assentados foram inseridos na política através da linha A . Nosso trabalho teve como objetivo principal analisar se a inserção no programa tem possibilitado aos agricultores assentados nos projetos de reforma agrária melhorar suas condições de vida. O recorte empírico da nossa pesquisa são os assentamentos Cuyabá e Pioneira, localizados respectivamente nos municípios de Canindé do São Francisco e Poço Redondo, ambos pertencentes ao território do alto sertão de Sergipe
