Estado e desenvolvimento : uma análise dos mercados institucionais e do Programa Nacional de Habitação Rural em Alagoas e Sergipe

The present study aims at analysing the relationship between the State and development, by considering the interests of both external and internal powers, as well as analysing the public policies aimed at rural site, observing their effects and the institutional arrangement. The Family Agriculture Food Acquisition Programme (PAA), the National School Nutrition Programme (PNAE) and the National Rural Housing Programme (PNHR) have been analysed in the states of Alagoas and Sergipe assuming that, besides being important to the income generation and to the reduction of rural exodus, social policies also allow the family union on their work activities, becoming, thus, so relevant to discuss on Family agriculture under the perspective of public policies. Therefore, the bibliographic review has been conducted by the use of the classic literature and the contemporary approach, besides the fieldwork through the application of questionnaires and interviews. Based on the study, it has been possible to observe that the PAA and PNAE institutional markets have been contributing to the creation and restructuring of some cooperatives and associations, which represent an important step to the Family agriculture, as from these programmes producers have started to organize themselves, to produce on scale and now they aim at the quality of their products. In this regard, the level of organization of the cooperative members may project them to other markets and allow them to achieve autonomy. Nevertheless, the inexpressive performance of the technical support and the difficulty in acquiring the sanitary surveillance and inspection seal are two factors that complicate the execution of institutional markets. As for the PNHR, besides being a constitutional right, housing is the elementary condition to enable citizenship a possible reality and allow the youth to remain in the countryside and be able to develop their activities to their self-support and/or to the markets. Therefore, besides no longer being a dream which most of the times has not come true even after years of working, housing represents the opportunity to obtain access to other programmes in the rural site and, thus, one of the effects of the PNHR is to conceive housing as a source of income generation. It is concluded, thus, that the policies analysed are of structural nature, being the Necessary State and the Social Well Being two operating modes of great importance to the development, as there can be no thought of the rural site or aim for the development of the country without the articulation of public policies. Nonetheless, although income and housing are two important conditions to the agriculturist remain in the countryside, their autonomy is associated to the commercialization, and in this regard, training the agriculturists and strengthening the cooperatives are two ways to allow rural development.O presente estudo teve como objetivo analisar a relação entre Estado e desenvolvimento, considerando os interesses dos poderes externo e interno, bem como analisou as políticas públicas voltadas ao espaço rural, observando os seus efeitos e o arranjo institucional. Os Programas Aquisição de Alimentos (PAA), Alimentação Escolar (PNAE) e Habitação Rural (PNHR) foram analisados nos estados de Alagoas e Sergipe, partindo-se do pressuposto de que as políticas sociais, além de serem importantes para a geração de renda e para a redução do êxodo rural, também possibilitam a união da família nas atividades laborais, tornando-se, assim, relevante discutir a agricultura familiar na perspectiva das políticas públicas. Para tanto, foi realizada a revisão bibliográfica utilizando a literatura clássica e a abordagem contemporânea, além do trabalho de campo, com aplicação de questionários e realização de entrevistas. Com base no estudo, foi possível observar que os mercados institucionais PAA e PNAE estão contribuindo para a criação e reestruturação de algumas cooperativas e associações, o que representa um avanço importante para a agricultura familiar, pois, a partir desses programas, os produtores começaram a se organizar, produzir em escala e buscar a qualidade do produto. Nesse sentido, o nível de organização dos cooperados pode projetá-los para outros mercados e, com isso, conquistar a autonomia. No entanto, a inexpressiva atuação da assistência técnica e a dificuldade de adquirir o selo de inspeção sanitária são dois fatores que dificultam a execução dos mercados institucionais. Em relação ao PNHR, para além de um direito constitucional, a moradia é a condição elementar para que a cidadania seja uma realidade possível e para que os jovens permaneçam no campo e possam desenvolver suas atividades para o autossustento e/ou para os mercados. Assim, o domicílio, além de deixar de ser um sonho, muitas vezes não realizado mesmo após anos de trabalho, representa a oportunidade de acesso a outros programas no espaço rural, e, desse modo, um dos efeitos do PNHR é conceber a casa como fonte de geração de renda. Conclui-se, portanto, que as políticas analisadas são de natureza estrutural, sendo o Estado Necessário e do Bem-estar social dois modos operantes importantes para o desenvolvimento, pois não se pode pensar o rural ou almejar que o país se desenvolva sem a articulação de políticas públicas. Entretanto, apesar de a renda e o domicílio serem duas condições importantes para o agricultor permanecer no campo, a autonomia deste está vinculada à comercialização, e, nesse sentido, capacitar os agricultores e fortalecer as cooperativas são dois caminhos para que o desenvolvimento rural seja possível.São Cristóvão, S
