Ph. D. Thesis.This thesis is concerned with the valuation of public goods through the elicitation of preferences from citizens in society. This thesis explores theoretically and empirically the impact of different preference sets on the value of a public good, specifically when preferences are extended beyond one’s own welfare. Three frames for eliciting preferences are considered: Consumer Frame 1, Consumer Frame 2, and the Citizen Frame. Consumer Frame 1 requires individuals to take a purely self-interested perspective.
