Power transmission network must evolve to satisfy load growth with reliability and economic considerations. Furthermore, cascading transmission line outages might contribute to widespread blackouts. To respond to the risk of cascading line outages, regulations and policies force planners to consider N-1 security criterion in the transmission expansion.
