Stakeholders attitudes toward education policy management

In this diploma thesis I focus on the issue of leading processes in the sphere of secondary education in the Czech Republic. In a narrower sense, I deal with the process of key models of the governance concept in a specific framework of educational policy from the stakeholders' perspective. The main outline of the work was created before the project Strategy 2030+ was launched and works as a certain retrospective of players approaches before that time. The basis of the work lies on my own primary qualitative data analysis arising from interviews with nineteen key actors. The aim of the research is a certain insight into the perspectives of actors with the intention of revealing the state and future possibilities of Czech secondary education in the field of multilevel governance. For this purpose, I have chosen the path of critical perspectives, which follows the exposed places of the mentioned subsystem. Following this objective, I try to define potential relationships among revealed facts. This work also has two remarkable outputs. The first is a theory of weak link that I created to anchor some difficult-to- explain outputs, and the second is documenting the process of creating an analytical filter for Atlas.ti software.Ve své diplomové práci se zaměřuji na problematiku řídících procesů v oblasti sekundárního vzdělávání v České republice. V užším pojetí se zabývám procesem řídících modelů konkrétního rámce vzdělávací politiky a pojetí governance perspektivou zainteresovaných stakeholderů. Hlavní rámec práce vznikal před projektem Strategii 2030+ a jedná se tak o určitou retrospektivu do přístupů a pohledů zmíněných aktérů v konkrétním čase. Základem práce je analýza vlastních primárních dat vzniklých z rozhovorů s devatenácti významnými aktéry tohoto pole na principu kvalitativního výzkumu. Cílem výzkumu je určitá sonda do perspektiv aktérů s úmyslem odhalit stav a budoucí možnosti českého středního školství na poli víceúrovňového řízení. Za tímto účelem jsem si zvolil cestu kritických perspektiv, kterými sleduji exponovaná místa zmíněného subsystému, které se snažím definovat a pokud je to i možné, najít mezi nimi potenciální vztahové souvislosti. Tato práce má i dva neplánované, o to zajímavější výstupy.
