International audienceThe local governments are moving towards a rationalization of resources while ensuring quality public service. Looking for optimization cause permanent changes that impact on the activity of middle managers. During our intervention in a local government on prevention of psychosocial risks, we made an exploratory qualitative analysis of the speeches of twenty-three middle managers who participated to discussion groups. These early data show that they have difficulties to implement and anticipate organizational changes due to the short possibility of involvement in their conception.
