We consider the problem of designing encoders, decoders and controllers which stabilize feedforward nonlinear systems over a communication network with finite bandwidth and large delay. The control scheme guarantees minimal data-rate semi-global asymptotic and local exponential stabilizatioln of the closed-loop system. The analysis rests on the stability properties of a class of cascade impulsive time-delay systems
