Uncertainty, Time Preferences And Investment in Climate Change Mitigation Technology

Ondanks de toenemende aanwijzingen dat klimaat verandering een enorme bedreiging vormt voor de mondiale welvaart wordt er nog maar beperkt gebruik gemaakt van zogenoemde 'climate change mitigation' technologieën, zoals de Carbon Capture and Storage (CCS) technologie. CCS vangt CO2 af van de rookgassen van stationaire emissiebronnen en injecteert dit in geologische formaties onder de grond. Het gebruik van CCS is echter nog zeer kleinschalig, tot verrassing van de experts die hadden verwacht dat CCS breed zou worden opgepakt. Dit proefschrift gaat in op de redenen die mogelijkerwijze verklaren waarom het gebruik van CCS technologieën beperkt gebleven is. We concentreren ons op de invloed van lage CO2 prijzen, de onzekerheden in gas en CO2 prijsontwikkelingen en de invloed van lokaal milieu-activisme tegen CCS. In het tweede deel evalueren we hoe de waarde van CO2 opslagcapaciteit de waarde van CCS als een climate change mitigation technologie beïnvloed, gebruik makend van een ‘real options’ model. We bespreken hoe de opportunity cost van CO2 opslag de totale kosten van het realiseren van CCS-projecten in sterke mate beïnvloeden. In het derde deel van het proefschrift bespreken we hoe lage CO2 prijzen het resultaat zijn van hyperbolische discontering, en we laten zien hoe dit leidt tot afbraak van het klimaatbeleid. Ten slotte analyseren we onder welke omstandigheden investeerders last hebben van lokaal milieu- activisme en onder welke condities lokaal milieu-activisme juist kan leiden tot positieve effecten voor investeerders in CCS.Despite mounting evidence that climate change constitutes a major threat to global wellbeing, employment of climate change mitigate technologies is hesitant. Particularly, Carbon Capture and Storage (CCS) technologies, which combine various technological components to sequestrate CO2 from the waste gases of stationary emission sources and inject the CO2 into geological formations, has not been implemented yet on an industrial scale. Given the optimism of many experts concerning the market penetration of CCS, this comes as a surprise. In this thesis, we take a closer look at the reasons that have been suggested to explain why application of CCS has remained limited. Among the obstacles mentioned, low carbon price levels, uncertainty in gas and carbon price developments and local environmental activism against CCS, play an outstanding role. Hence, we discuss each of these issues in this thesisFirst, we discuss how low carbon price levels may result from hyperbolic discounting. Particularly, we argue how biased perceptions of inconsistent time preferences may cause the breakdown of climate change policy. Next, in the context of a real option model, we show how the value of CO2 storage capacity determines the value of CCS as a climate change mitigation technology. We discuss how the opportunity costs of using certain geologic formations as CO2 storage affect the total costs of realizing CCS projects. Finally, we analyze under which circumstances investors suffer from local environmental activism and indicate that activism might impose positive externalities on investors as well
