: Sea Level Rise and international Law. From Adaptation to Action. (Opening remarks)

International audienceAccording to the IPCC special report published on September 25, 2019 (devoted to the ocean and cryosphere in the context of climate change), the rise in sea level has greatly accelerated in recent decades, and could reach up to 1.10 meters by 2100, with dramatic repercussions for the inhabitants of low-lying coastal areas and small island states, but also for the international community as a whole. Many human beings, habitats, territories and classified sites are thus threatened by the phenomenon of rising sea levels. If this development has become an increasing concern to scientists, but also to the states most directly affected and their populations, it also raises a number of questions of international law, as evidenced by the work carried out on this topic since 2012 within the framework of the International Law Association or its inclusion, in 2018, in the long-term work program of the International Law Commission.The objective of this conference is to to bring together specialists from the various fields of international law interested in this issue, whether it concerns the conditions of existence (or subsistence) of the State or issues of international security, the law of the sea and the delimitation of maritime areas, the protection of human rights or forced migration, the protection of cultural heritage or, more generally, the protection of the environment. Because a reflection on a subject posing such territorial, human, societal and environmental challenges necessarily relies, at the base, on scientific expertise, an oceanologist will also participate in this event in order to shed light on this problematic.Selon le rapport spécial du GIEC publié le 25 septembre 2019 (consacré à l’océan et la cryosphère dans le contexte du changement climatique), la hausse du niveau de la mer s’est profondément accélérée ces dernières décennies, et pourrait atteindre jusqu’à 1,10 mètre d'ici 2100, avec des répercussions dramatiques pour les habitants des zones côtières de basse altitude et des petits Etats insulaires, mais aussi pour la communauté internationale dans son ensemble. De nombreux êtres humains, habitats, territoires et sites classés sont ainsi menacés par le phénomène de la montée des eaux. Si cette évolution préoccupe de plus en plus les scientifiques, à l’instar des Etats les plus directement touchés et de leurs populations, elle soulève aussi un certain nombre de questions de droit international, comme en témoignent les travaux menés sur ce thème depuis 2012 dans le cadre de l’International Law Association ou encore son inscription, en 2018, au programme de travail à long terme de la Commission du droit international.L’objectif de ce colloque est de pouvoir réunir autour d’une même table des spécialistes des différents domaines du droit international concernés par cette problématique, qu’il s’agisse des conditions d’existence (ou de subsistance) de l’État ou des enjeux de sécurité internationale, du droit de mer et de la délimitation des espaces maritimes, de la protection des droits humains ou des migrations forcées, de la protection du patrimoine culturel ou, de manière plus globale, de la protection de l’environnement. Parce qu’une réflexion autour d’un sujet posant de tels défis territoriaux, humains, sociétaux et environnementaux prend nécessairement appui, à la base, sur l’expertise scientifique, un océanologue participera également à cette manifestation afin d’apporter son éclairage sur cette problématique
