No abstractThe lack of a clear conceptual definition of corruption leads to the consequent failure of designating the necessary policies for combating it. Dealing with political corruption in particular requires multi-factor analyses and measuring the effectiveness of the norms attempting to limit it proves extremely difficult. In the framework of governance, the combination of quality and quantity indicators is undertaken in order to design effective policies remedying the substance and not the appearance of corruption.
