TPACK Development Model: Practice learn teach best through readiness organization learners and the nature of learning

The period of the industrial revolution, which was full of advances in science and technology, required the competence of competitive graduates with modern literacy. The learning and teaching process requires the critical role of teachers who have mastery of technology, pedagogy, and scientific knowledge content expertise (TPACK). The important role of TPACK was increasingly seen in the learning process during the Covid-19 pandemic and at the same time demonstrated the reality of a learning crisis that had an impact on reading literacy and basic mathematics. So there is a need for fundamental improvements in teaching and learning practices, which start with improvements to the development of TPACK starting from the nature of learning from teachers and the readiness of educational institutions as learning organizations. The research objective is to identify the constructs of the TPACK development model - teaching and learning practice through Readiness of learning organization and The Nature of Learning. The stages of modeling and analysis of structural equations in the analysis of the first and second measurement models were carried out with CFA and using Smart PLS as a tool. The data collection technique used a 4-option Likert Scale with a questionnaire instrument with the number of respondents being 150 teachers of Public and Private Elementary Schools in DKI Jakarta Province. Sampling Technique with Simple Random Sampling. Data analysis was carried out to analyze the indicators that most dominantly influence TPACK.
