Une politique de décentralisation empêchée en Haïti : analyse des résistances et conflits entre l’État et les collectivités locales

This thesis proposes to study decentralization in Haiti, formally described as a model of governance in the post Duvalier Constitution adopted of 1987. However, regarding the reality observed throughout this thesis and considering the analyzes carried out from sources many bibliographical materials, and survey composed of semi-structured interviews, decentralization is not effective in Haiti. As a result, this doctoral research is particularly interested in the problem of appropriation and blocking of the decentralization model in Haiti. In other words, the interest is to study the nonimplementation of decentralization itself. To do that, our research work consider a perspective the mixed relationship, both vertical and horizontal, between the Haitian State and Local government. But we also observe the same reality between local entities and the other actors (e.g.: NGO and associations) concerned and involved in the decentralization process. To better understand the non-operationalization of decentralization, this work seeks to analyze the reasons, in the light of the history of the Haitian State by considering a contemporary perspective considerations, the motivations for the blocking of the decentralization. Thus, we propose to answer three main questions. Firstly, what explains the blockage of decentralization in Haiti, despite the decentralizing provisions of the 1987 Constitution? Secondly, is this blockage due to financial, economic, political, cultural, historical reasons or all of them together? Finally, in a socio-political dimension, can we consider the blocking of decentralization to local and national Haitian actors only, or on the contrary should we analyze this problem, while considering the responsibilities of international actors intervening in Haiti in the failure of this process? To address these questions, we defend two main hypotheses. On the one hand, the monopolization of the resources and the concentration of power by the Haitian State at the expense of local communities within the framework of decentralization are due to a long historical tradition. On the other hand, the blocking of decentralization is because of the historical capture and domination of the State and the exclusion of the peasant and urban masses by the dominant elites, thus creating conflicts between actors at all levels of the Haitian decentralized system. In conclusion, we show that beyond political, economic, financial, and cultural considerations, the historical structuring of the Haitian State and the behavior of the dominant elites have always been against the sharing of power and wealth with decentralized entities that there are concurrent, autonomous and or independent, reasons why the State seems to be opposed the decentralization.Cette thèse propose d’étudier la décentralisation en Haïti, formellement inscrite comme modèle de gouvernance dans la Constitution post duvaliérienne de 1987. Cependant, au regard de la réalité observée au cours de cette thèse et compte tenu de l’analyse réalisée à partir des sources écrites diverses et d’un matériau d’enquête composé d’entretiens semi-directifs, la décentralisation n’est pas mise en œuvre en Haïti. De ce fait, cette recherche doctorale s’intéresse particulièrement à la problématique d’appropriation et du blocage du modèle de décentralisation en Haïti. En d’autres termes, l’intérêt est d’étudier la non-mise en œuvre de la décentralisation elle-même. Pour ce faire, ce travail de recherche met en perspective les rapports mitigés, tant verticaux qu’horizontaux, entre l’État haïtien et les collectivités locales, entre celles-ci et les autres acteurs concernés et intervenant dans le processus de décentralisation. Pour mieux appréhender l’inopérationnalisation de la décentralisation, ce travail cherche à analyser les fondements, à l’aune de l’histoire de l’État haïtien en mettant en perspective, des considérations contemporaines, les raisons du blocage de ce chantier. Pour cela, nous proposons de répondre à trois questions principales. Tout d’abord, qu’est-ce qui explique l’empêchement ou le blocage de la décentralisation en Haïti, malgré les affirmations décentralisatrices de la Constitution de 1987 ? Ensuite, cet empêchement est-il dû à des raisons financières, économiques, politiques, culturelles, historiques ou toutes en ensemble ? Finalement, dans un rapport socio-politique, pouvons-nous imputer le blocage de la décentralisation aux acteurs locaux et nationaux haïtiens uniquement ou, faut-il, au contraire, analyser cette problématique tout en tenant compte des responsabilités des acteurs internationaux intervenant en Haïti dans l’échec de ce processus ? Pour répondre à ces questions, nous défendons deux hypothèses principales. D’une part, l’accaparement des ressources et la concentration de pouvoir par l’État haïtien aux dépens des collectivités locales dans le cadre de la décentralisation, sont dus à une longue tradition historique. En conclusion, nous montrons qu’au-delà des considérations politiques économiques, financières et culturelles, la structuration historique de l’État haïtien et les comportements des élites dominantes ont toujours été défavorables au partage de pouvoir et de la richesse avec des entités décentralisées qui leurs sont concurrentes, autonomes et ou indépendantes, raisons pour lesquelles l’État semble être contre la décentralisation
