Guarantees of access of politicians to the media in Poland.

Elimination of censorship and state monopoly on the air in 1990. started the process of transformation of media in Poland, becoming the basis to determine the state of media policy in the field of pluralism. The author presents the political circumstances of the creation of a forum of public debate. He points the guarantees established under the provisions of the Polish media law to present and explain the policy of the governing bodies of the state, as well as the opportunity to present “on-air” the positions and opinions of political parties related to so-called „nodal public affairs.” Author examines the causes of the conflict of interest between the political parties and the public media, the mutual expectations in presenting political events. The article also discusses the political guarantees of access to the media during election campaigns, resulting from the provisions of the Code and the regulations of the National Broadcasting Council, as well as coverage of the campaign in public broadcasting news programs.Likwidacja cenzury i monopolu państwa w eterze w 1990 roku rozpoczęła proces transformacji mediów w Polsce, stanowiąc fundament do określenia polityki medialnej państwa w dziedzinie ochrony pluralizmu. Autor przedstawia polityczne okoliczności tworzenia forum debaty publicznej. Wskazuje na gwarancje wynikające z zapisów ustawy medialnej do prezentowania i wyjaśniania polityki przez naczelne organy państwa, a także możliwość przedstawiania na antenie stanowisk partii politycznych w tzw. „węzłowych sprawach publicznych”. Autor bada przyczyny konfliktu interesów pomiędzy partiami politycznymi a mediami publicznymi, w zakresie wzajemnych oczekiwań w prezentowaniu wydarzeń politycznych. W artykule omówione są także gwarancje dostępu polityków do mediów w czasie kampanii wyborczych (wraz z orzecznictwem Trybunału Konstytucyjnego) wynikające z zapisów Kodeksu wyborczego oraz rozporządzeń Krajowej Rady Radiofonii i Telewizji, a także sposób relacjonowania kampanii w programach informacyjnych nadawców publicznych
