The formation of urban policy in Poland In this article the author analyzes the urban policy instruments of the Polish state. She is starting with the implementation of administrative reforms in 1999, and ends with shared with public opinion in May 2012, National Urban Policy. Considerations relating to urban policy instruments are preceded by the presentation of the essence of phenomena such as urbanization and the city, and the demonstration of the coupling between urban policy and public policies
